step 1: open your new document and paste in your image
step 2: Duplicate your base layer, desaturate it (Enhance>>Colour>>remove colour) and set it to overlay. You can also sharpen this layer if you think the image needs it.
step 3: Layer >> new layer, fill it with #FFE3EC and set to softlight.
step 4: Layer >> new layer, fill it with #E2FEFF and set to colour burn.
step 5: Layer >> new layer, fill it with #000D45 and set to Difference 35 %.
step 6: Merge all layers, then duplicate the result.
step 7: Go to filter>>Blur>>radial Blur. set the amount as 20, blur method spin, and quality best. click ok.
step 8: use a medium sized eraser brush with soft edges to carefully erase the parts of the layer that cover anna's face.
step 9: Merge all visible layers, and then save.
